The Role:
Your primary role will be to work with the group to implement the Financial Crime Compliance (CFCC) Risk Type Framework, Policies and Standards in the business’ Jersey entity. The role holder will also operate as the MLRO and meet all local reporting obligations. This role includes oversight of compliance activities, including trade, market, and communications surveillance. Risk Management experience would also be very advantageous.
Your role will include but not be limited to:
- Provide CFCC coverage and advice to the business.
- Identify material regulatory and reputational risks in the business.
- Anticipate and assess key regulatory and product risks in the business for management’s consideration.
- Drive the development and implementation of appropriate risk mitigation measures.
- Review and provide CFCC advice on processes designed by the business to ensure compliance with regulatory requirements and the company’s policies.
- Assess regulatory risks associated with new and existing products and markets.
- Approve new assets, new products, and new business initiatives (as relevant).
- Review and approve new transactions (as relevant).
- Assist Group with the implementation and management of the product compliance framework, including by preparing and distributing management information.
- Research changes in Jersey regulations and assess any impact on and actions by the business, together with the relevant subject matter experts.
- Act as the primary liaison for relevant regulatory authorities.
- Build, manage and maintain effective relationships with regulators.
You will also be required to:
- Serve as a member of Jersey Risk Committee.
- Manage the CFCC framework within the Jersey organisation.
- Liaise with group, regulators, internal and external auditors and the bank regarding risk and CFCC matters.
- Ensure adherence to the CFCC framework with the appropriate control framework to ensure tracking of risks, breaches, and remediation.
- Oversight and control of compliance monitoring and surveillance programmes.
- Adapt and update applicable compliance policies and procedures, and ensure they are aligned with Jersey regulations.
- Coordinate and drive the entity’s AML and CFT risk management and control process.
- Keep abreast of regulatory developments and advise management on their impact on the business.
From a risk management perspective:
- Implement and improve CFCC policies and procedures.
- Assist with the development and enforcement of product standards and controls.
- Participate in strategic initiatives of the Company.
- Work collaboratively with the business and relevant risk functions.
- Prepare papers and reports for the relevant governance bodies.
- Ensure the timely escalation of incidents and control breaches to relevant stakeholders.
- Provide risk oversight from second line-of-defence of the risk register, impact assessment and controls
- Maintain appropriate risk-based compliance frameworks for identifying, assessing, managing, monitoring, mitigating, and reporting CFCC and wider risks across the Jersey business.
- Develop, and recommend for approval by the relevant Risk Committee, appropriate compliance policies and procedures.
- Ensure appropriate product and market governance measures are in place so that product approval documents reflect all relevant regulatory requirements
